POSITION SUMMARY
The IT Data Engineer (position) is a position of Oregon Healthcare Enterprises, Inc. d/b/a Apprise Health Insights (“Apprise”). Apprise is the data and analytics subsidiary of the Hospital Association of Oregon. The position is a member of the IT/Capacity teams.

This is a hybrid position which requires in-person duties in Lake Oswego, OR one day per week and as needed to meet business needs. This position is open to residents of Oregon or Washington. The position is responsible for overseeing data acquisition and supporting the company's data visualizations and databases. The position reports to the Vice President of Technology. Requires working with groups of varying technical abilities from health systems with full IT teams, small facilities with a single IT contact, or outsourced EHR support companies. A successful candidate must be technically minded and able to effectively communicate with non-technical groups on advanced data topics. They must have excellent organizational skills to track multiple tasks and projects at once. Additional duties as required.
Primary Responsibilities:
Model teamwork and commitment to Apprise’s mission, vision, and values to internal staff, customers, and external stakeholders.
Lead troubleshooting data issues with current healthcare capacity users.
Lead the building of analytical tools that make use of the data, for example utilizing PowerBI.
Support clinical teams on data review and collaborate directly with external technical teams to create and validate data extracts from hospitals' electronic health records.
Work with Data Architect to assemble large, intricate data sets to satisfy both functional and non-functional business needs.
Understand and operate under strict service level agreements provided to customers both internal and external.
Secondary Responsibilities:
Troubleshoot Azure resources of all kinds, including virtual machines, storage accounts, networks, databases, and app services.
Develop and update technical procedures and documentation.
Collaborate with outside vendors to resolve data issues with various systems.
MINIMUM EDUCATION, SKILLS & EXPERIENCE
A minimum of five years of experience in IT with two years of healthcare IT experience.
Experience with IT data projects with demonstrated experience completing on time and in scope.
In-depth knowledge of computers and information systems in a Windows server environment.
Knowledge of SQL databases and associated processes.
Excellent research and analytical abilities.
Excellent time management skills, ability to work independently, have excellent communication skills.
Demonstrated high-quality customer service skills.
Preferred Technical Skills:
Prior experience with large data sets such as data lakes.
Microsoft Azure Data Factory experience.
PHYSICAL REQUIREMENTS
Able to sit for extended periods of time.
Able to communicate clearly by phone, in person, and through remote communication (e.g., Teams)
Able to travel via car and airplane.
